The national agreement with FinELib Libraries has expired, and is not expected to renew for 2024 or beyond.

Background information

Prior to 2024, 17 universities represented by the FinELib consortium were covered under a read and publish agreement with ACS Publications. Renewal negotiations with the consortium have ended amicably, with no new agreement reached for 2024 or beyond.

Individual institutions are invited to work directly with ACS Publications to meet their research community’s information and publishing needs.

Contract terms that could not be reached

We understand that the current stalemate occurred due to concerns regarding language in our subscriber agreements around shared liability for keeping ACS Publications content secure. This mutual commitment to security is critical to ensure that our customers are transparently aware of their obligation to take reasonable steps to secure the content we serve from actions that could seriously harm ACS. Those actions could include, but are not limited to: theft, manipulation, and disruption of service.

We recognize that different institutions have different circumstances and even different laws when it comes to securing third party data, and we are always open to active discussions that help us find mutually acceptable means of achieving security.

Unfortunately, after extensive discussion, we have not yet reached an agreement with the FinELib consortium that we feel ensures adequate security for ACS Publications content, and that the consortium feels is acceptable for all their member institutions.

The following members of the FinELib consortium do not have an active read and publish agreement, and should approach ACS Publications directly should they wish to consider options for subscription access or institutional coverage of open access publishing charges:

It remains our goal to ensure that every institution wishing to have read and publish access with ACS Publications is able to do so. The next step is to begin discussions with each institution previously represented by the FinELib consortium, and work to uncover mutually suitable terms for subscription access, institutional coverage of open access publishing costs, and licensing terms.

Representatives from impacted institutions are invited to get in touch with us to review all usage, publication, and other appropriate statistics, and to begin considering options for a direct read and publish agreement. We will also be proactively contacting the libraries of each institution impacted.
